Neon mod for GTA 3

Works with gta3.exe version 1.0 and 1.1.
Adds neon lights for cars.

F9 + 1-enable
F9 + 2-shut down
F9 + 3-set color: Blue
F9 + 4-set color: Red
F9 + 5-set color: Green
F9 + 6-set color: purple
F9 + 7-enable for all auto
F9 + 8-include only for car player
F9 + 9-blink
F9 + 0-disable blinking
