When you press the NumPad (-) all pedestrians around begin to fight with each other to those weapons which have a (usually they are unarmed). Some provides an edged weapon. Pedestrians will be completely devoid of fear and begin to rampage, swinging fists, even if podstreleny; drivers will stop and leave the transport to join the mess, or begin to RAM other cars; pedestrians will start attacking the player only if they see that you are in a combat stance. Or if they are from you.
