Update the moderation of the website

Hello!

Today we updated the moderation system of the site. Now if the user will tolerate more than 3 mistakes in a publication, the site will automatically block the ability to publish mods for 3 days.
This is done in order to relieve the room of moderation and to enable more experienced users to stand in a queue for publication.
Try not to make mistakes when adding mods carefully and check your work comparing them with rules for publication.
