Chrysler New Yorker 88-92 for GTA San Andreas

List of improvements:
- Fixed the scale at 110%
- Reconfigured some materials, baked on the body and chrome
-Adaptation to IVF (steering wheel, lighting)
- Adaptation to Vehfuncs (opening the headlights)
-New wheel (StratenSurf stamp model, MADMAX Cap model, Funky Cap texture, Rush58)
- Some minor fixes
