2.1 turn signals for GTA San Andreas

Unique turn signals for GTA SA. Work on the machines of conventional pedov.

Version 2.1 fixes bugs in earlier versions:
-fixed a vulnerability that in certain cases was likely to start the game with the script version 2.0;
-now turn signals do not work on empty cars (with the exception of the machine, which led the player) and "priattačennyh" to something machines;
-reduced "penetration" of the Crown (now the Crown do not shine through through the motorcycle driver or through the whole machine body);
-the reduced inertia of the Crown (sequential outbreaks are not merged into one, which could be observed before);
-now the script is working during missions.
