Random Weather for GTA San Andreas

This script makes the weather after loading the game, start a new game each time different. Weather could be an hour, and can run all day. Rain and could go on the street people will not, can go storm and people will sit in their houses, and who knows what else might happen with the weather, it is unpredictable.
