For those with broken water, in the folder with the game, open the file and locate the line EnableWater enbseries put the value 0 (should be so EnableWater = 0)

Replacing the standard restaurant Marco's Bistro in Liberty City. Useful for RP servers, some servers in the ER is known as the Elenium.
