Police Captain Russia in his tunic for GTA San Andreas

Already my 2nd work with skin. This time I decided to redo the skin TRAFFIC police Colonel in his uniform of the new type, the police captain in the old-style tunic. Replaces any PEDA. There are some minor bugs in the skin:
