The Militia from Warcraft III for GTA San Andreas

Militia (slang. policeman, milita) are Alliance workers armed with axes and armor. The brave workers of the Alliance are always ready to come to the rescue, picking up axes and shields in order to protect their city from an unexpected enemy attack.
The skin has been improved. Instead of a "graphene" head from an ordinary militia member, a head from a portrait was used and new boots of higher quality were attached. Also, the skin retains the original quality of the Warcraft III game.
