Pedy scared when aiming the RPG for GTA San Andreas

What is the point in that police officers and ordinary passers-by did not react, when you aim right in their face from a grenade launcher?

This mod corrects this shortcoming: now, the usual passers-by will be in a panic to get away from you, seeing as you aim at them with an RPG, also, if you see a police officer, you will be given 2 wanted stars.
