Weapons are not recharged when scrolling

If you do not complete the ferrule, then after scroll it again becomes full. The script fixes this bug. Now the arms will not be recharged itself, even when saving games and loading! Now there's a whole lot of sense to put a mod on the recharge. Those who are interested, here is the link.
