Vigilante Framerate Fix for GTA San Andreas

You probably hated the fact that FPS has an impact on almost the whole game in San Andreas? This mod will fix many bugs of the game.

Fixed bugs:
The transport stopped too fast at high FPS;
Swimming was dependent on FPS, because it was impossible to swim at 30 FPS;
- Problem with on/off sirens in police/medical vehicles at high FPS. (Bonus: now the second player also can switch on/off the siren, when playing co-op mod).
