VehFuncs v2.1.1 for GTA San Andreas

VehFuncs is an ASI plug - in for GTA: SA that aims to bring new features to vehicle modifications-similar to improved vehicle characteristics and an active dashboard.
Update v2.1.1 beta - 08/09/2020:
- Fixed the 0x004C7DB4 crash that some people experience on ATVs.
- I made a mistake where several log commands forced the contents to be flushed to disk, which may have a small impact on performance. Corrected.
- The fixed zone state does not identify ":".
- Fixed "f_wheel" not identifying ":" or "?".
