The script adds in San Fierro, the Gant bridge (in the second city, the Red Bridge Road) traffic COP and the violator. All that is in the script, you can see in the screenshots.

In San Fierro, Garver bridge (the second largest city, on grey road bridge) was an ACCIDENT. Driver to lose control, hit a guardrail, flew out of the windshield and, by some miracle, manage to seize the bumper and hang on it. Cars driving past the bikers already called an ambulance and the police, it remains only to figure out how to save him.
