Can you post a screenshot? Probably It has to do something with gta_sa version. You need 1.0(US) version to run SA-MP or most mods.

They won't appear immediately as soon as you upload. They should pass moderation checks. That's why we are here - To check for any errors in files. We download and test them. If they are ok, we pass the check as successful and then the mod will appear on the site.

When you download this skin, You will have 2 files inside ending with .TXD and .DFF. Now, Open an IMG tool editor (Search in google for GTA SA IMG Tool). Go to your GTA SA folder -> /models/. There you will find gta3.img file. Now open this(gta3.img) file using the IMG editor tool. After doing that, copy these two files (the .txd and .dff files you get when you download this mod) and paste/move/drag them to the gta3.img inside the IMG editor tool.

It's blurry because DoF (Distance of Field) is turned on by default. You can turn it off in the enbseries.ini file. The video is kinda different. It's called Project Realism. It's a overhaul modpack which consists of HD textures, effects, skybox, vegetation(grass/trees), some good cleos and asi plugins ALONG with AlterBlitz ENB (mine).
